During the period February to June 2014 APADOR-CH will resume an old\u00a0project which seeks to improve free access to public information (Law\u00a0544\/2001) and the public consultation process (Law 52\/2003). The title\u00a0of the project is \u201eTowards Essential \u00a0Improvements in FOIA and Sunshine\u00a0Laws in Romania\u201d and is funded by the Balkan Trust for Democracy.<\/p>\n
APADOR-CH is one of the main promoters of these two laws and their\u00a0proper monitoring. Through extensive monitoring we have found that\u00a0these two laws and principles they promote are often undermined by a\u00a0series of practices.<\/p>\n
In our continuous efforts to uphold these laws,\u00a0we want to document and challenge two of these practices.<\/p>\n
– First we want to look at how freedom of information is undermined by<\/span>\u00a0photocopying prices charged by public institutions. We want to see\u00a0what the price is, in various public institutions in the country, to\u00a0obtain a copy of a record public.<\/p>\n – We also want to challenge the misuse of emergency ordinances. We noted<\/span>\u00a0that ordinances are used excessively, the legislative process and the\u00a0principle of public consultation being circumvented. We want to\u00a0document this practice and to exert pressure on the Ombudsnam\u00a0to appeal it to the Constitutional Court.<\/p>\n Results:<\/strong><\/p>\n
