You may click the link to switch the active language.<\/p><p style=\"text-align: justify;\">Asocia\u021bia pentru Ap\u0103rarea Drepturilor Omului \u00een Rom\u00e2nia \u2013 Comitetul Helsinki (APADOR-CH) a transmis ast\u0103zi Parlamentului opt propuneri de modific\u0103ri ale legilor electorale, \u00een aten\u021bia Comisiei speciale Senat-Camera Deputa\u021bilor care se ocup\u0103 de elaborarea \u0219i completarea legisla\u021biei electorale.<\/p>\n<p style=\"text-align: justify;\">Pe scurt, propunerile se refer\u0103 la:<\/p>\n<p style=\"text-align: justify;\">1. <strong>Unificarea legisla\u021biei electorale \u00eentr-un cod electoral, care s\u0103 stabileasc\u0103 reguli similare pentru toate tipurile de alegeri<\/strong>: parlamentare, europarlamentare, locale, preziden\u021biale \u0219i pentru referendum. \u00cen prezent, fiecare tip de scrutin se desf\u0103\u0219oar\u0103 dup\u0103 o lege proprie.<\/p>\n<p style=\"text-align: justify;\">2. <strong>Stabilirea unor reguli aplicabile, \u00een egal\u0103 m\u0103sur\u0103, at\u00e2t cet\u0103\u021benilor rom\u00e2ni care voteaz\u0103 \u00een \u0163ar\u0103, c\u00e2t \u015fi celor care voteaz\u0103 \u00een str\u0103in\u0103tate.<\/strong> Posibilitatea de a vota anticipat ori prin coresponden\u0163\u0103 ar trebui reglementat\u0103 nu doar pentru votul \u00een str\u0103in\u0103tate, ci \u015fi pentru votul din \u0163ar\u0103.<\/p>\n<p style=\"text-align: justify;\">3. <strong>Sistemul informatic de monitorizare a prezen\u021bei la vot (SIMPV) va trebui generalizat pentru toate tipurile de scrutin<\/strong>, pentru c\u0103 este\u00a0o garan\u021bie c\u0103 nu va mai fi posibil votul multiplu \u0219i reduce substan\u021bial birocra\u021bia.<\/p>\n<p style=\"text-align: justify;\">4. <strong>Perfec\u021bionarea din punct de vedere tehnic a SIMPV, pentru eliminarea oric\u0103ror erori din sistem<\/strong> (a\u0219a cum au existatcu ocazia scrutinelor din 26 mai 2019, conform\u00a0<a href=\"http:\/\/www.comunicare.mai.gov.ro\/stiri.php?subaction=showfull&amp;id=1560182158&amp;archive\" target=\"_blank\" rel=\"noopener\">informar\u0103rii MAI din 10 iunie 2019)<\/a><\/p>\n<p style=\"text-align: justify;\">5. <strong>Demilitarizarea SIMPV, care \u00een prezent este administrat de c\u0103tre Serviciul de Telecomunica\u0163ii Speciale (STS)<\/strong>. Este cel pu\u0163in nepotrivit ca o structur\u0103 militar\u0103 s\u0103 fie implicat\u0103 nemijlocit \u015fi cu rol esen\u0163ial \u00een procesele electorale, care, prin chiar natura lor, sunt procese civile, nu militare.<\/p>\n<p style=\"text-align: justify;\">6. \u00cen paralel cu generalizarea folosirii SIMPV, va trebui <strong>eliminat\u0103 din legisla\u0163ie prevederea privind aplicarea pe cardul de identitate a autocolantului cu men\u0163iunea \u201evotat\u201d<\/strong>.\u00a0 Informa\u0163ia dac\u0103 o persoan\u0103 a votat sau nu este una cu caracter personal, \u00een sensul art. 4 pct. 1 din GDPR \u0219i nu are ce c\u0103uta la vedere pe cartea de identitate la care are acces oricine. Pe l\u00e2ng\u0103 problemele legate de GDPR, existen\u0163a autocolantului pe cartea de identitate nu se mai justific\u0103 nici din punct de vedere logic, dac\u0103 SIMPV se generalizeaz\u0103 \u0219i \u00ee\u0219i \u00eendepline\u0219te rolul de a verifica \u0219i \u00eempiedica votul multiplu.<\/p>\n<p style=\"text-align: justify;\">7. Tot \u00een paralel cu generalizarea folosirii SIMPV va trebui <strong>eliminat\u0103 din legisla\u0163ie prevederea privind obligativitatea complet\u0103rii unei declara\u0163ii pe proprie r\u0103spundere a votan\u0163ilor de pe listele suplimentare, <\/strong>\u00een sensul c\u0103 nu au mai votat \u015fi \u00een alt\u0103 parte. Este un demers birocratic cronofag lipsit de utilitate.<\/p>\n<p style=\"text-align: justify;\">8.
