Articolul prevede 2 componente ale libert\u0103\u0163ii de circula\u0163ie:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Oricine (deci \u015fi necet\u0103\u0163enii) se g\u0103se\u015fte \u00een mod legal pe teritoriul unui stat are dreptul s\u0103 circule \u00een mod liber \u015fi s\u0103-\u015fi aleag\u0103 \u00een mod liber re\u015fedin\u0163a sa. Deci, acest drept nu este recunoscut pentru cei care se afl\u0103 ilegal pe teritoriul unui stat parte la Conven\u0163ie.<\/li>\n<li>Orice persoan\u0103 este liber\u0103 s\u0103 p\u0103r\u0103seasc\u0103 orice \u0163ar\u0103, inclusiv pe a sa.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Exercitarea acestor drepturi poate face obiectul unor restr\u00e2ngeri care sunt prev\u0103zute de legea na\u0163ional\u0103 \u015fi care constituie m\u0103suri necesare, \u00eentr-o societate democratic\u0103, pentru securitatea na\u0163ional\u0103, siguran\u0163a public\u0103, men\u0163inerea ordinii publice, prevenirea faptelor penale, protec\u0163ia s\u0103n\u0103t\u0103\u0163ii sau a moralei, ori pentru protejarea drepturilor \u015fi libert\u0103\u0163ilor altora. Spre exemplu, arestarea, \u00een condi\u0163ii legale, a unei persoane nu constitu\u0163ie o \u00eenc\u0103lcare a libert\u0103\u0163ii de circula\u0163ie, prin \u00eempiedicarea persoanei de a p\u0103r\u0103si \u0163ara.<\/p>\n<p style=\"text-align: justify;\">De asemenea, \u00een anumite zone determinate, exercitarea acestor drepturi poate s\u0103 fac\u0103 obiectul unor restr\u00e2ngeri care sunt prev\u0103zute de lege \u015fi sunt justificate de interesul public \u00eentr-o societate democratic\u0103. Exemplu: \u00een Amsterdam, prin ordinul primarului, bazat pe o lege \u00een vigoare la data respectiv\u0103, i-a fost interzis unei persoane, care consum\u0103 repetat droguri \u00een public, fiind sanc\u0163ionat\u0103 de mai multe ori, accesul timp de 2 s\u0103pt\u0103m\u00e2ni \u00eentr-o zon\u0103 central\u0103 a ora\u015fului, zon\u0103 \u00een care persoana nu locuia \u015fi nici nu avea locul de munc\u0103.
