The signatory organizations ask the Joint Committee of the Chamber of Deputies and the Senate in charge with drafting the revised Constitution of Romania to use the good practices provided by Law no. 52/2003 on transparency and to place the current form of the draft Constitution under public debate, for at least 30 days after publication.
The draft ordinance, prepared by the Ministry of Justice in a rush at the end of last week, under the pressure of the civil society, proves that with the amendments to the Criminal Code and Criminal Procedure Code should not be prepared hurriedly, because they risk to throw the whole justice process into chaos and do more harm than good in fixing what was broken by the coming into effect of the new codes on February 1 st .
APADOR-CH solicită amânarea intrării în vigoare a codurilor în materie penală și cere autorităților ca în loc de extinderea posibilităților de interceptare a convorbirilor telefonice să fie înlăturate infracțiunile greșit introduse în noul Cod penal.
Because of increasing reluctance of the National Administration of Penitentiaries and heads of penitentiaries to collect and share data on budget allocation and expenditures, APADOR-CH decided to make use of existing Freedom of Information legislation and formulate FOI requests to all prisons in the country (46) to provide the annual budget allocation and expenditure for years 2009, 2010 and 2011.
